Vickie Robinson, Acting CEO and General Counsel
Vickie Robinson is the Acting CEO and General Counsel. Vickie joins USAC from the FCC having most recently served as Special Counsel in the Competition Policy Division, providing leadership on matters relating to the availability and reporting of broadband progress in the United States. A respected expert on universal service policy and enforcement matters, she has held leadership roles dealing with all of the USF programs, as well as in the Enforcement Bureau. Vickie earned her Bachelor of Arts and J.D. from Howard University.
Mark Sweeney is the Chief Operating Officer. Mark has a 30 year track record of successful operational leadership and business transformation in the telecom industry. He joined USAC in February 2016 as Vice President of the High Cost Program.
Previously, Mark worked for Windstream Communications where he served as Senior Vice President for Service Delivery leading a 1,200 person team focused on improving both operational efficiency and customer satisfaction results. Prior to that, he was the Chief Process Officer at XO Communications bringing standardization and efficiency to business processes across the enterprise. Prior to moving to the USA Mark held various positions with British Telecom and its global joint ventures in operational, IT and transformational roles.
Mark is a graduate of the University of Sussex in the UK.
Craig Davis is the Vice President of the Schools and Libraries Program. Prior to this position, he served as Vice President of USAC's Rural Health Care (RHC) Program. During his time with RHC, Craig led his team to dramatic increases in productivity, stakeholder engagement and satisfaction, and reduced the number of appeals to single digits.
Before joining USAC in 2002, Craig worked for a variety of telecommunications companies, including a dark fiber provider, a wireless competitive local exchange carrier, and an operator services provider. Craig holds a Bachelor of Arts degree from George Washington University and a Juris Doctor from Syracuse University College of Law.
Victor Gaither is the Vice President of the High Cost Program. He previously served as a senior leader at Charter Communications (Legacy Time Warner Cable), Neustar Inc, IDT/Winstar Communications, Advance Technology Corporation, and BellSouth (AT&T Southeast). Vic brings to USAC over 35 years of Communications Service Provider (i.e., Cable, CLEC, ILEC, IT, and Data Services) experience in the areas of Network Planning & Engineering, Capital Budgeting, Procurement Services, Supplier Relations, Interconnection Services, OSS Planning & Wholesale Billing, and Commercial/Enterprise & Network Provisioning.
He is also active in the Northern Virginia Community and is a strong advocate for community investment with a focus on the education sector in support of the development of STEAM skills and to introduce IT and CSP opportunities to K-12 students.
Vic earned his bachelor's degree in Mathematics and Biology from Mercer University and a Master of Business Administration from Georgia State University's Executive MBA Program. He also holds a number of technical certifications.
Michelle Garber is the Vice President of the Lifeline Program. She most recently was the Senior Director of Financial Operations at USAC, which included managing all aspects of USF contributor activities. Prior to USAC, Michelle was a consultant in IBM's federal practice, formerly PwC Consulting.
Michelle earned her Bachelor of Business Administration in Finance from James Madison University.
Kyle Hutchinson is the Acting CIO. He joined USAC in August 2014 as Director of IT Operations. In that position, Kyle was responsible for defining and communicating Key Performance Indicators (KPI) for system availability throughout the universal service programs. He also provided technology solutions and enforced standardized processes to help the organization meet its goals and objectives.
Prior to coming to USAC, Kyle was the Vice President, Infrastructure Technology for a national healthcare cost management solutions organization where he provided leadership to a technology group expanding across 23 locations and two data centers. Kyle earned a Bachelor of Science degree from Oklahoma State University.
Karen F. Lee is the Vice President of the Rural Health Care Program. Prior to joining USAC, Karen served as the Chief of Management Controls and Assistance Branch at the Office of Management and Budget (OMB), where she led strategic and financial management reforms that targeted waste, fraud, abuse, and transparency. She also served as the Deputy Director for the Iraqi Reconstruction Program for the Department of Defense in Baghdad in 2004 and 2005 and spent two years as an associate at the nationally recognized law firm of Kirkland & Ellis, LLP.
Karen received her Bachelor of Arts in Political Science from Colgate University, a Masters in Public Affairs from the Lyndon B. Johnson School at the University of Texas at Austin, and a Juris Doctor from Georgetown University.
Charlie Salvator is the Vice President of Finance and Chief Financial Officer. He previously served as the Senior Director of Internal Audit and has a track record of innovation and effective leadership at USAC. Charlie has a distinguished background of accomplishment in CFO and other senior financial roles at leading consumer and telecommunication companies, such as MCI, Crystal Brands, and General Mills. He earned a Bachelor of Business Administration from Hofstra University and is a Certified Public Accountant.
Wayne Scott is the Vice President of Internal Audit. He oversees the audit services for USAC including the High Cost, Lifeline, Schools and Libraries, and Rural Health Care programs as well as the internal operations of the administration of the universal service fund. He has over a decade of audit experience. Prior to joining USAC in 2001, he served as an audit manager for US Airways.
