Schools and Libraries Program

The Schools and Libraries program, commonly referred to as the "E-Rate" program, makes technology such as telecommunications service and the Internet affordable for the nation's schools and libraries. Congress mandated in 1996 that the Federal Communications Commission (FCC) implement a federal universal service program to provide support to carriers that give discounts to eligible schools and libraries.

Schools and Libraries Program Highlights

    • Discounts for applicants range from 20% to 90% of the cost of eligible services
    • Eligible schools, school districts, and libraries may apply individually or as part of a consortium
    • Discounts are based on the percent of students eligible for the National School Lunch Program
    • Schools and libraries must:
      1. Have an approved technology plan
      2. Competitively bid for services
      3. Show they have the resources to use the supported services
      4. Apply for discounts every year
    • Almost $18 billion in Schools and Libraries support commitments have been issued to schools and libraries since 1998

    How Does the Schools and Libraries Program Work?

    • Schools and libraries must develop an approved technology plan that demonstrates the relationship between the information technology to be supported and the school's curriculum or library objectives. The school or library then provides notice that it seeks services. 
    • Schools, school districts, libraries, and consortia of these entities must apply for participation in the program by submitting a form requesting services to USAC. USAC will post the form on its website, seeking vendors to bid on the requested services.
    • Vendors bid for the contract with the school or library. After the school or library selects a vendor, it files an application with the USAC for approval of its request for discounted service. 
    • After USAC approves the school or library's application, the vendor provides the services to the school or library at discounted prices. The vendor is then reimbursed the amount of the discount from the federal Universal Service Fund.

    Who Pays for the Schools and Libraries Program?

    All telecommunications carriers that provide service internationally and between states pay contributions into the USF. USAC makes payments from this central fund to support the Schools and Libraries program, as well as three other programs (High Cost, Low Income, and Rural Health Care).
