Step 4: Local Switching Support (LSS)
Local Switching Support (LSS) is available to rural incumbent carriers serving 50,000 lines or fewer (mostly rate-of-return and some price-cap carriers) as well as competitive carriers providing service in the areas of these rural companies.
Required Data Filings
Competitive eligible telecommunications carriers (CETCs) are not required to submit cost data to receive LSS. CETCs must file line count data with USAC in the same manner as the incumbent local exchange carrier in whose service area it operates and ensure that it is listed in the Rural Use certification submitted by its state commission or self-certify if not subject to state jurisdiction.
