Step 3: Submit ETC Designation Order
To receive Low Income universal service support, an eligible telecommunications carrier (ETC) must submit a copy of its ETC designation order from its state utility regulator or the Federal Communications Commission to USAC via fax, e-mail, or regular mail at the address below:

A new incumbent ETC should submit its ETC order with attachments and supporting documentation to identify the new ETC service area including wire center information.
A new competitive ETC should submit the ETC order with attachments and supporting documentation necessary to identify the new ETC service area within the incumbent service area(s) at the wire center level.
All ETCs must have a Study Area Code (SAC) prior to requesting a Service Provider Identification Number (SPIN). If your ETC needs to request a SAC, please contact hcorders@usac.org. An ETC designation order should accompany the SAC request.
