Step 8: Certification for Eligible Telecommunications Carriers
Eligible Telecommunications Carriers (ETCs) in states that have their own Lifeline programs, an officer of the ETC must certify that the company is in compliance with state Lifeline and Link Up income certification procedures and that, to the best of his or her knowledge, documentation of income was provided. ETCs in states that have their own state-based Lifeline and Link-Up programs must comply with their states' certification and verification procedures, including any deadlines set by those states. ETCs must also certify that they have complied with state verification procedures. Certifications are due annually on August 31.
