HATS Overview

As part of its newly expanded HATS Outreach Initiative, USAC conducts outreach to E-rate beneficiaries in order to provide targeted, programmatic education, identify and assist with solving outstanding issues, prevent new issues from occurring, offer assistance to new beneficiaries, and assess USAC's processes and procedures from a beneficiary's perspective.

The outreach program called HATS (Helping Applicants To Succeed), originally created in 2006, was redeveloped in January 2009 to begin a new phase of customized programmatic education. The purpose of redeveloping the HATS Outreach Initiative is to create a more comprehensive method of assisting beneficiaries who have experienced various difficulties with the Schools and Libraries Program over the last few years. In addition, the new initiative will provide targeted training and outreach that may help beneficiaries become more successful in the future. HATS outreach is conducted by HATS Specialists, who work with the HATS Outreach Initiative. Entities who participate in the Schools and Libraries Program can receive one-on-one guidance that is tailored to solve their specific concerns and obstacles. HATS outreach sessions are called HATS visits and can be conducted over the phone, via video conferencing, or in person.
