We are pleased to share that the development of the National Verifier is on schedule, and we're excited to share the dates of some upcoming milestones with you:

  • August 2017 – Technical specifications available
  • August 30, 2017 – Initial states announcement
  • October 2017 – Training materials available
  • December 2017 – Soft launch (test version) of National Verifier for initial states
  • March 2018 – Hard launch of National Verifier for initial states

We want to be sure we are prepared to handle high volumes of consumer calls in our call center. Please let us know if you are sending, or plan to send any outreach to your consumers that will drive traffic to our call center. As a reminder, service providers should list their own consumer service number, not USAC's, on their consumer outreach materials. Please reserve USAC's call center for when your own consumer care agents are unable to assist them.

Please notify us of any upcoming mass consumer outreach by emailing and attach the communication materials (or a description of them) to the email. We will use the materials to prepare our consumer care agents for incoming calls from your consumers.

USAC wants to remain engaged with our technical stakeholders as we continue to improve NLAD and build the National Verifier. We are hosting monthly Technology Forums, which begin on June 27.


The technology forum is an open discussion about the features, enhancements, or changes that you would like to see implemented in Lifeline systems. It's also an opportunity to learn more about the National Verifier build process and provide your ideas and input.

June 30: 2018 USAC-Elected Recertification

The deadline to elect or revoke USAC to perform the 2018 recertification process is Friday, June 30, 2017. Re-election is automatic for service providers that elected USAC to conduct recertification on their behalf for the 2017 calendar year, and no further action is required. If contact information is different for calendar year 2018, please notify USAC.

July 3: FCC Form 481 Deadline

All Lifeline service providers are required to file FCC Form 481 with USAC, the FCC, state commissions, and any other relevant regulatory agencies. The deadline to file the FCC Form 481 is Monday, July 3, 2017. Service providers can continue to access the FCC Form 481 through E-File


July 12: Register for the Next Lifeline Program Webinar

Join us on Wednesday, July 12 for our monthly Lifeline Program webinar. We will discuss the FCC Form 555 changes for this year. You can always access the webinar slides or recordings of previous webinars on our Trainings and Outreach page. 


July 31: GoToWebinar Software Update for Monthly Webinar

The platform we use for the Lifeline Program monthly webinar will require attendees to install a new launcher app to participate in any webinars that occur after Monday, July 31, 2017. The new GoTo Opener app will become available in July.


The installation process can take up to 10 minutes, so we advise that you join the August webinar a few minutes early or run the new launcher app in advance. Registered attendees for the August webinar will get a reminder to sign in early for the webinar. 


We are looking for 10-20 current Lifeline consumers to participate in National Verifier testing this summer. If you are a consumer advocate, state partner or service provider and work with Lifeline subscribers who are willing to participate, please email us at


Some service providers inadvertently over-report subscribers for reimbursement on their FCC Form 497, or claim subscribers who no longer qualify or should have been de-enrolled from the program, which results in the audit finding "Inaccurate Form 497 Reporting".


Best Practice: To prevent this audit finding, be sure to compare the NLAD and FCC Form 497 counts prior to submitting the FCC Form 497 data. Also, maintain active subscriber listings to substantiate all subscribers claimed on the FCC Form 497, as required by the Lifeline Program Rules.
