The Eligible Services List (ESL) for each funding year provides guidance on the eligibility of products and services under the Schools and Libraries Program.
Beginning in 2014, the ESL is organized into two sections and includes a miscellaneous section:

Note: The “Telecommunications” section listed in the ESL does not appear on program forms. Applicants should apply for telecommunications services under either the “Telecommunications Services” section, if the services are provided by a telecommunications carrier; or under the “Internet Access” section, if they are not.

Only eligible products or services that will be used for educational purposes can be considered for funding. The conditions for eligibility are described in the specific entries of the ESL for each funding year. Services that are not eligible are listed at the end of each section.
Be sure to review the special eligibility conditions at the end of the ESL and all of the entries applicable to the services or products you are requesting.
